MACTE BOARD ELECTION 2025

Elections for the 2025-26 MACTE Board will occur during the Spring 2025 Conference at the Publick House Historic Inn in Sturbridge, MA. Please note that in order to be eligible to run for an open position or to vote in the upcoming election, your institutional membership must must be active and up-to-date for the 2025-26 academic year.

VICE PRESIDENT
Dr. Raphael Rogers 
Associate Professor of Practice, Department of Education, Clark University 
Dr. Rogers teaches a variety of courses in Education including Exploring the Power of Youth Knowledge and Activism in the Struggle for Equity Justice in Urban Contexts, Graphic Novels in the Classroom, Multicultural Children’s and Young Adult Literature, Racism and Educational Inequality in the Lives of Youth in Urban Schools, Teaching and Learning, and Ways of Knowing History. He is the author of The Representation of Slavery in Children’s Picture Books: Teaching and Learning About Slavery in K-12 Classrooms (2018) and has book chapters in Partnership and Powerful Teacher Education (2019) and Frontiers in American Children's Literature (2016). Rogers has also collaborated with other Massachusetts educators to create culturally responsive teaching resources for the state’s Department of Education.

Dr. Beverly Bell 
Assistant Dean, University of Massachusetts-Amherst
Bev is the assistant dean for educator preparation at the College of Education, University of Massachusetts- Amherst. Bev has been involved in higher education in the U.S. for over 21 years and K-12 education for over 16 years in South Africa and Namibia. Along with her work in teacher preparation, Bev has worked on international education projects including the development of national standards and rubrics for teacher preparation and education in Pakistan (2011-2013). Bev has spent many years focusing on developing collaborations and reciprocal partnerships that integrate experiential learning with structured reflection and informed action, both locally and internationally. She is currently collaborating with colleagues, through a Five Colleges initiative, to develop programs that provide opportunities for local community members, para-professionals and teachers on waivers, to earn their initial teaching license.

Lynn R. Dole
Coordinator of Teacher Education​, Smith College
Lynn R. Dole has served as Coordinator of Teacher Education at Smith College since 2022.  Lynn comes to this role after working in public K-12 education since 1997, first as a teacher and teacher mentor, then as a curriculum director, and finally as principal in two districts in Franklin County.  Lynn currently serves on DESE’s Educator Preparation Advisory Group (EPAG) and she has co-facilitated two DESE Communities of Practice over the past year.  Lynn’s lifelong commitment to public service includes being a Peace Corps Volunteer, serving the town of Ashfield as a member of the Select Board and Board of Health, and she is on the board of Red Gate Farm, which is a non-profit that provides hands-on learning experiences for students at a farm.  Lynn is eager to contribute to MACTE's work with her commitment to communication and collaboration.

​Dr. Tamara Shattuck
Associate Professor of Education, Western New England University
Dr. Tamara Shattuck is an Associate Professor of Education and Co-Director of the Center for Teaching and Learning at Western New England University. She earned her Ph.D. in Curriculum, Instruction, and Teacher Education from Michigan State University, an M.A. in Museum Education from the University of the Arts, and undergraduate degrees in Art Education and Studio Art from The College of Saint Rose. Committed to teacher preparation, Dr. Shattuck teaches courses in elementary and secondary curriculum methods and oversees Western New England University elementary education pre-practicum and practicum placements. She also serves as an Institutional Review Board (IRB) member and College of Arts & Sciences Intake Representative ensuring ethical research practices within the university. Her own research focuses on opportunity gaps in education, clinical practice in teacher preparation, and interdisciplinary learning. She has published in Science Education, International Journal of Science Education, and The New Educator, and presents regularly at local and national conferences, including NEERO, AERA, ATE, and NARST. Dr. Shattuck has extensive experience securing and managing external funding for education initiatives. She is an external evaluator on multiple National Science Foundation (NSF) grants, supporting low-income STEM students and fostering innovation partnerships. Her grant work has contributed to STEM education, teacher development, inclusive learning, and workforce initiatives. Through her research, teaching, and grant work, Dr. Shattuck is dedicated to advancing equity in education while fostering meaningful collaborations between universities, schools, and communities.

Dr. Shannon Dillard
Associate Professor of Education​, Elms College
Shannon Dillard is an Associate Professor of Education at Elms College.  She has been a member of the MACTE Board since 2020.  She has a B.A. from Smith College, and an M.Ed. (Elementary Education) and an Ed.D. (Teacher Education and School Improvement) from the University of Massachusetts-Amherst.  She has presented at state and national conferences on such topics as competing discourses for girls and women in mathematics, and the implementation of mathematics teaching scrimmages in synchronous online courses.  She has also been a practicum director, CAP Manager, practicum supervisor, DESE program reviewer, an executive board member of the Northampton Parents Center, and regularly collaborates with in-service teachers to present workshops at the Western Massachusetts Mathematics Partnership (WMMP).  Prior to becoming a teacher educator, Shannon was a middle school math and science teacher in Western Massachusetts. 

Dr. Ryan Lovell
Assistant Dean for Academic Affairs​, Boston University
Ryan Lovell is the assistant dean for academic affairs at the BU Wheelock College of Education & Human Development. He provides oversight of academic affairs and manages the college’s partnership agreements. Ryan also directs the Professional Preparation Office, which works closely with faculty to provide centralized services across all academic programs for educator licensure, field education, and supporting program assessment and evaluation, ensuring BU Wheelock’s programs are high quality and effective.
Previously, Ryan worked at Endicott College and with Educator Preparation at the Massachusetts Department of Elementary and Secondary Education. Outside BU, he served as a founding member of the board of trustees of the Bentley Academy Charter School in Salem and as chair from 2015–2020. Ryan also serves as a reviewer for the Association for the Advancement of Quality in Educator Preparation (AAQEP). Originally from Maine, Ryan has a BA in History from the University of New Hampshire, a MEd from Saint Michael's College and a JD from the University of Maine School of Law

Michelle LeBLanc
Licensure Officer, Worcester State University
Michelle LeBlanc is the Licensure Officer at Worcester State University. Prior to joining Worcester State University, in 2024, she was a member of the Curry College faculty and Chairperson of the Education Department starting first as a program supervisor and part-time instructor. She completed her bachelor’s degree and teacher preparation program at U-MASS Amherst in Early Childhood Education. She earned an MED from Curry College, and a Certificate of Advanced Graduate Studies from Northeastern University. Her professional interests focus on program evaluation, teacher candidate performance and the alignment to evaluation criteria, building readiness in teacher candidates through multiple field experiences and developing the evaluation skills of supervising practitioners and program supervisors. ​In her current position at Worcester State University, she oversees licensure requirements and practicum experiences for candidates across undergraduate and graduate programs at Worcester State University. In addition to teaching and serving as Licensure Officer, she coordinates educator placements with professional development schools and in surrounding areas, develops materials and supports for practicum and licensing experiences, and works on developing relationships with area schools and administrators. She has served on multiple DESE task forces including the Teacher Performance Assessment Taskforce in 2014, in addition to serving as a program reviewer for teacher preparation programs across the state. In addition to serving the MACTE organization as a representative from a private institution in two previous terms, she continues to participate in DESE and MACTE's sponsored Communities of Practice.

​Barbara Lucas
Assistant Director, Licensure, Assessment & Accreditation, Westfield State University
Barbara Lucas oversees the Teacher Preparation Program and Licensure Office at Westfield State University for the past 14 years. She is responsible for practicum placements for undergraduate, post-baccalaureate and graduate students as well as licensure endorsements for undergraduate, post-baccalaureate, and graduate students. She assists in development and delivery of training for pre-services candidates, Supervising Practitioners and Program Supervisors. In addition, Mrs. Lucas assists with state and national accreditation and data reporting. Prior to working in higher education, Mrs. Lucas worked in a variety of roles in PK-12 districts in Massachusetts. She has advanced degrees in Psychology and her interests include social-emotional learning and relationship building within Ed Prep programs.
